Intelligence Centre

The Intelligence Centre consists of five units, Data Analytics Unit, Digital Economy, Black Economy, Infrastructure Performance and Sustainable Development Goals. Its focus is to support the Policy and National Content centres in their research activities and actively participate in the development of digital economy in the country. This centre will pioneer the use of artificial intelligence and other technologies to advance the BCPNG’s effort to Rescue, Recover and Rebuild the economy in a post-Covid-19 PNG.

The intelligence centre will primarily focus on five main strategic units. These units are important to not only drive forward economic development, but also to enable all businesses, including SMEs and MSMEs in the private sector to carry out their activities and empower inclusive economic participation for a strong, balanced, inclusive, sustainable and innovative economy. These five strategic units are; Data Analytics, Digital Economy, Black Economy, Infrastructure Development and Sustainable Development Goals (SDGs).

In order for the Intelligence Centre to achieve BCPNG’s new theme in 2022; “Advancing Rescue, Recover, Rebuild”, the five focus units will aim to drive forward a positive and secure economic recovery, and a resilient economic growth, as a continuation for BCPNG’s theme in 2021. The main idea is to use AI and modern technologies to advance forward by systematically identifying and addressing pressing issues within each of the five units. This will essentially help eliminate the root problems and constraints faced by PNG, and formulate actionable solutions for the betterment of PNG’s economy.

UNITS

Data Analytics

The importance of having reliable and updated data cannot be stressed enough. When data is available for proper analysis, better decisions can be made by upper management and even the cabinet’s decisions may be influenced. Analysis of data mainly involves looking at patterns in collected data over certain periods of time; this may be from a year to decades of collected data. The key issues identified for this unit include the various stages from data collection to analysis to it being used for decision making. This includes: Data Collection, Data Availability, and Digitalization of data. Responsible Organizations and their role toward the data analysis unit will be outlined, and through this certain shortfalls of the organizations will be outlined also. From the Unit Priority Paper it can be seen that some of the Government Departments may need certain structural reform.

Sustainable Development Goals

The BCPNG Sustainable Development Goals (SDG) unit focuses on reviewing the progress of the SDGs in PNG and developing enhanced policy priorities to advance cross-cutting issues of health, education, gender equality and culture to further the SDGs in PNG. The SDG unit intends to synergize the PNG governments and private sectors priorities and objectives to ensure that the SDGs remain at the forefront of PNGs economic aspirations, despite major challenges of poor accountability and governance in development and the commitment to “leave no one behind” largely due to lack of coordination and limited technical and financial capacities which have been aggravated in the COVID-19 era.

Black Economy

The Black Economy, also known as the shadow economy or underground economy, is focused on micro-informal entities that operate their business dealings outside of a regulatory or tax system. Within the Papua New Guinea economy, this sector can be found or is usually referred to as the informal sector. The Black Economy Unit will be focused on gathering data and creating dialogues to identify and address some of the major challenges that are faced within the black economy of Papua New Guinea. These engagements are aimed to create opportunities for the development of the micro-informal sector in order to encourage transition into the formal sector.

Infrastructure

Infrastructure development remains the forefront of seamless trade and investment.  Working towards achieving better connectivity is a vital mechanism in engaging more people in economic activities and bringing economics together, which supports inclusive growth. BCPNG will work in collaboration with the government by providing credible data sourced from its market survey platform as part of its vision 2027. Several strategic intents were set in place to operationalize this vision. The infrastructure performance unit will focus on Strategic Intent 3 which aims to establish a functional Intelligence Centre that can contribute to nation building’. This strategic intent will focus on establishing and managing an infrastructure unit, creating partnerships as well as developing a self-sustaining financing model by 2022.

Digital Economy

Increase in innovation and technology has paved way for Digitalization. However, it is with the ensuing pandemic that the relevance of digitalization has been heightened as there is growing realization by economic and political stakeholders, that a transition into a Digital Economy is the way forward.  Increasing digitalization in an economy and society influences the way people conduct businesses and interact with one another. Due to innovation and increase in knowledge and technology, the idea of digital economy now dominates globally. Given that, digitalization is discerned by the Council as the way forward, and as such,  aims to facilitate discussions and efforts surrounding the transition and the importance of this transition into the Digital Economy in order to advance the ‘Rescue, Recover, Rebuild’ directives that was approached in 2021.
